they are not locked out, all they need to do is to find another clan to play the port battle with, but if you limit the numbers of players that can join port battles then your are locking players out of the game because there is no way around that limitation.

screening would be another problem because its way easier to screen out a small group then it is with large one and many clans would put the br as small as possible to make the chance to screen out the attacker and avoid the port battle all together.

if you want to hold important ports and be part of rvr join big clan or if you are in a smaller clan join together with other small clans so you can defend the ports you have, we are playing a mmo war game where numbers should count as it does is all war games
