Timing of Steam keys?

Morning all,

 

Assuming the Paypal issue will be fixed by Friday, as I hope it will be, I'll be looking to purchase Naval Action when I get paid on that day. I'm just looking for a bit of clarification - I'm presuming I'll need the aforementioned Steam key to get into the Sea Trials. Therefore do the keys go out at a certain time on a Friday? I only ask because I don't want to order the game at, say, 4pm when the keys have gone out at 3pm and have to wait a further week to play
