No NPC ships on the US coast PvE

I have been sailing on the US coast for over 2hrs and not 1 NPC. Ran into a few players and that has been it. It is empty

Same for WarServer. There where some hours no AI around.

problem was fixed at 1 am kiev time
bots can be added without server restarts
