Disappearing Gunpowder

I recently bought a note from the Admiralty for gunpowder. The resulting blueprint was placed in my warehouse. I then right clicked and activated the blueprint, expecting the refit/module/upgrade? to show up in the warehouse. None showed up. Where does NA put gunpowder? I also checked the active ship hold, but nothing there either.

There is no gunpowder you need to equip your ship with.

What you got from admiralty is a blueprint for an upgrade (this one is better gun penetration). With a Workshop and the required ressources you can now craft that upgrade.
