I don't know what carronades you have been using but all of the carronades I have used are not accurate beyond 150 yards or so.  That is why I rarely use them.  I hate seeing all or most of them consistently fire and miss high.  Even with accuracy mods and skills I have never seen carronades be what I would call accurate except when I was close to the target, as in closer than 100-150 yards.

Interestingly enough it is also the only purpose built 4th rate in-game (correct me if I'm wrong) - I see absolutely no reason to make it a 3rd rate.

Historically rated as a 5th, purposely built to be the largest 5th rate frigate at the time. 

In RN ratings 4th rates were weaker line ships and usually had 2 gun decks.

I almost went with the historical ratings - 5th rates for Connie and United States and 3rd rate for Aga. But the game should allow leeway for super frigates and older line ships, so 4th rate fits that class. We don't have any true 4th rates in game anyway. 

And yes allowing carros on main gun decks kind of changes the balance, Indy being the big offender there. She was a cut down 64 reclassed as a heavy frigate (44). Never had 42 lb carronades on her main deck.

"Rates" as used in the British system, and really the standard for rating, since few other nations used such a system as widely, should be based 1st on the number of guns, 2nd on gun size, 3rd perhaps a small amount of consideration for number of continuous decks, but only after the first two criteria have been accounted for, and only if one more factor is needed to determine rate, in such case that a ship is sort of on the fence of being one rate or the other.

HPs should have nothing to do with it since ship tonnage/displacement could vary wildly due to materials used even when the ships were of exact same dimensions. And because using such a factor as HPs could make one build of the same ship a lower rate or higher rate, depending on the wood types and upgrades used in game.

Of course then there are the historical reasons. For example the history books state that " a 3rd rate was a ship armed with between 64-80 guns, usually on two or more continuous decks, with the 74 gun Ship of the Line being the most common!" 

And thus, for example,  in no way should the 54 gun Constitution be classified a 3rd rate, since it is clearly 10 or more guns short of what any 3rd rate would have carried. Never mind the fact that it's guns were smaller than those carried by most 3rd rates at the time. The fact that you can get its HPs close to that of a Bellona is irrelevant.

reason that constitution is 3rd rate is balance, becouse connie and United States are Super frigates so they are strong by nature plus they got nice bonuses from mods becouse they were 4th rate.

but i agree Connie should be 4th rate

Sorry to come back at it but really USSUS and Connie have nothing to do in the 3rd rate section. They are hello kittying terrible in there. The only plus side at having them in 3rd rate category is that it facilitates the Hunt/S&D for 3rd rate missions, but other than that it's just a major annoyance. Yesterday I was thinking of taking that gold Connie in the patrol area (4th rate) over my usual Agamemnon choice, just to break the habit a little... Well FU Zlat.

There's something odd in the rating system between Ussus, Conne, Aga and Wasa.
