Starting from the fact that the game takes place in 1802, the Americans had made their revolution and the Louisiana is French, so : Limit ships craft by nation size. For example, the Batavian Republic did not build a 1st rate during the French occupation of the Netherlands. It should be limited to 2nd rates. Likewise for other small nations. Delete the nations; Russia, Prussia and Poland which does not present on any map of 1802. To create Haitian rebel faction, which began their revolution in 1791, and was supported by French royalists. To create commercial factions exclusively reserved for trade and crafts, for example Portugal, Austria, Ottoman, Russia, Prussia... With commercial and artisanal advantages. And limited to 5th rate ships and trader ships. Allow alliances between nations. Thank you very much

'French royalists', that is French inhabitants of Haiti who were against the French Revolution were mostly white pro-slavery (aristocrat) planters fighting against the French Revolution and joining GB/Spain notably because they were against the abolition of slavery and wanted more autonomy/power over the homeland. See for example Mauduit. They lost. ... while the black slaves/free ppl of Haiti fought for the independence against the French Revolution then against Napoleon and won.
