In responds to NPCs returning to capitals (as per testbed and btw this is very good news for new and casual players). But now, how to get them out and about and into the OW (breaking bad habits) and to compel PvP content, I suggest…

All 4th, 3rd, 2nd and 1st rate ships to require “Gold and Silver Ingots” for crafting and this resource to be voided from capitals, capital regions and only sourced in designated regions/zones around the map.

The goal of patch 27 was to create PvP content via melting-pot zone, getting players to move around the map, in theory this was a good idea but as a “global” introduction it kill off new and casual players. It can still be the answer but as a two tiered material based mechanism, the lower with no gold or silver requirements and the upper requiring gold and silver for crafting, 4th rates and above.

If players want to build 4th rates or advance beyond 5th rates, then they would have to travel the map sourcing gold and silver, thus creating PvP content. And creating a trading resource too. If players are trying to build 4th rates then they should not be considered new players but medium players (still can be a noobs though) and forgo protection. 

Only 4th, 3rd, 2nd and 1st rated NPCs to drop gold and silver, not 5th rates or lower, this rule is to create and add to the two tier mechanism.

A causal player in a 5th rate ship will have to overcome the skill barrier of killing higher class ship of 4th rate, groups and clans shouldn't have any problems. A solo player should have to kill a few (x3 at least) 4th rates to claim enough gold and silver to build a 4th rate.

The theme of sailors striping ships of gold and silver before its sinks (via a longboat during a battle even) could justify gold and silver resource drops for these victories. But again only 4th, 3rd, 2nd and 1st  ships, to maintain the two tier mechanism.

Side note, I also suggest removing doubloons from materials crafting list altogether (if replacing them with gold and silver) but increase the corresponding doubloon cost of permits, to me all doubloons should relate to the admiralty and the admiralty only. Also the resource value of gold & silver per ships should reduce the equivalent in value of doubloons cost for each permit.

 

PS, I may have described the gold & silver loot drops as end battle drops but they should be stored cargo (RNG) resource, to be collected/looted.
