AI OW Fleets

While I welcome trying to encourage folks to the periphery of their controlled territory I'm starting to think the changes might have been a little too harsh. I'd have expected AI fleets outside the neighbouring towns in smaller numbers etc. There needs to be more diversity of AI fleets.
