Problem with Perk (Emergency Master)?

I have recently switched Perks and used the Emergency Master for the first time. However, I'm not sure if it's working for me. This is what I see:

It says 50% cooldown reduction, but it seems to me this is the same cooldown I had before starting to use this perk.

Any idea?

you are looking at the sail and hull cool downs.. not urgent (emergency) repairs.

No. Thankfully.

Repairing during battle should not even exist, much less a lower cooldown for it, that would a nightmare. 😱
