Boatswain skill book.

When preparing the boarding function, I have to disengage either gunnery or sail crew allocation to get "Preparation" at, or as close to 100/100 as possible. With the Boatswain skill book installed in a skill slot, does the crew transfer happen faster?

Yes, if crew is the bottle neck for your prep this will get it up faster IE(Larger ships).

Default crew transfer speed is 3 per tick(second?) I believe.

With Boatswain book it will be 3 + Whatever number you get from the book. Naval clock also gives you Crew Transfer Speed
