I'm on the PvE server and as I have done many times I sail past Serena towards Pedro/KPR wait for Carlisle to be closer than San Andres, then click the Tow to Port...I ended up spawning at Old Providence, a county capital...has there been a change? Or was this a bug?

It (used) to be that it would take you to the nearest non-capital, non-shallow port. Not sure now.

I thought the restriction was to stop PB fleets magically appearing at main ports for PB's.

Tow to port takes you, after a countdown, to the nearest deep water NON-Capitol port.

Its changed to nearest deep water port capital or not

It was changed yesterday I think....it's why you should check the patch notes pages.  Though they could be a bit better on the updates of hot fix at times.

It was a bit obscure hidden in the patch 24 thread, it deserved a title of its own I think.
