i.e. without fleet perk you can only put 1/3 the total crew on a ship without any perk (like a real prize crew) but if you have fleet one you can fully man the ship, with fleet two you can man 2 extra ships etc.

Or just leave it to chance like irl. I'd rather be able to have a chance to keep the prize and keep fighting without having to sail all the way home each time.

doesn't kind of suck that your missing on two really basic, useful things?  (The ability capture another players ship, and to keep it from escaping when its within pistol shot of you) 

The real perks imo are rigging specialist,  carronade mastery and mortarmans perk that give you bonuses.  Things like control, prepared, and fleet 1 are almost general functions that if you've watched any movie or read any books, you'd expect a ship to have without an extraordinary effort

Prepared is anouther you should have as you level up.  If you see a ship on the horizen your going to load up your guns not wait until your at point blank range lol
