PVI Chat help needed

Could somone please let me know how I can activate the Small Chat box in the bottom left hand part of the screen (PVI light)?

click on it, it should transfer you to the pve light lobby.

Are you talking about in a match?  Hit enter and you can start typing.  After you are done typing and you have hit enter again to send you will have to hit escape to exit the chat field to where you can control your ship again.  Hopefully they fix it soon where focus does not stay in the chat box after you hit enter.
