Double Ball & Double Charge

How much more damage does the "Double Ball" and how much more penetration does the "Double Charge" exactly give? I couldn't find any hard numbers on this. Also someone told me double charge increases range... if so, it must be very minuscule but I think he was just bullshitting. If it actually does increase range, how much exactly?

keep in mind double still has less pen since it has a higher firing arc
