After around 400 hours in game i would like to propose the following:

 

1. Give PVP-Marks as a reward even for a lost battle (depending on damage done). If the looser of a battle gets nothing, he feels like an idiot, give him only one Pvp-Mark and he feels one step further on the ladder to success ... Maybe some will exploit this, but who cares if there are more fights and there are exploits now too.

2. Make 1 - 10% of taken Damage (Hull, Rig and Crew) only repairable in harbor. This will balance repairs as a battle tactic and will give fights more impact ... some ships or fleets will have to return to next friendly harbor allthough they have won the battle because to repair. It will encourage people to fight instead of just give up ... 

3. Change the Wasa and Hermione Notes in Random Notes that give a random Ship between f.e. 6th and 3rd rate, this will bring more different ships on the sea and it will be a little bit like a lotterie, players like to gamble ...

4. deactivate teleports, make the people sail, battles can stay open. The "sitting in harbor, waiting for a ping" -tactic will end, people have to active search for contend ... I would test it, maybe its a fault, but maybe its a great chance for the game

I would rather get rid of all notes and thus increase the importance of crafting ships!

Don't think this will work well!

This is Naval Action. If you sink in PVP, you need to replace your ship, your repairs, your upgrades and your cannons. You need to replace *everything*. And you get no reward.

It would be completely frivolous to reward players just for their time spent in the game and replace their ship just for some pocket change that is smaller than the reward of a lost battle so everyone walks away with a profit. I mean what is this, World of Tonks? Nope, it's Naval Action Lege... aw damnit, I almost had it.

By the way, I'd suggest that instead of reinforcement zones spawning first rates, battles in reinforcement zones stay open forever for the defending side, and every time defenders join, a one minute timer for the attacker starts for them to bring more ships in.

of course in theory there are two possibilities, you can force people to fight (no safezones etc.) or you can make them want fights. I see this pragmatic, you can only force people if they have no alternative. In the world of games there are plenty of alternatives ...

At the moment its just thumb to take a fight 1vs1 (with even ships) if you arent a full equiped pvp-veteran, because u have to calculate the opponent is one (with book of 5Rings etc.). So what to do? Summon the nations fleet and try to gank the enemy ...

Games should reward taking risks, at least if they want an heroic playstyle ...

1) somedays ago i got 14 pvp marks for a lost battle - so i think its depending on the damage u do.

2) dont know why, but if i use hull repairs in battle its kind of usless ... :/ maybe i do it wrong.

3) remove the note completly, make them craftable.

4) dactivating teleports, make ppl play other games instead of stupid hours of sailing in mostly empty waters.
