Scroll bar does not work properly

When in port, the ship selection does not work properly with regards to the horizontal scroll bar.

A horizontal scroll bar should move in two ways, first if you drag it left/right you can choose its position.  Second, if you click next to the scroll bar on either side it should jump to that position.  Your scroll bar does not work in the second manner at all, and should.  Please fix it, or know for the new UI that it doesn't work.  Having to drag the horizontal scroll bar every time you want to view ships is annoying.
