AI fleets should attack players with contraband goods

Carrying contraband goods has become the norm every man and his dog are doing it because it simply has no drawbacks.

I suggest make AI fleets of any nation attack anyone with contraband goods.

It use to be that you could attack people in your nation with smuggler on. Now it's a bit useless.

I disagree only in that I do not think anyone should be able to know you are Smuggling.. it is a silly feature. .. Ok here is the plan.. we are going to sneak into the port to buy and sell stuff.. But we are going to fly a Huge Flag that lets everyone that sees us Know we are sneaking in to Smuggle.. WTF?
