Am I doing something wrong?

Hi. I acquired art of proper cargo distribution but can't learn it or craft art of ship handling with it. It turns out its acting as perma upgrade and not as book. Please help  That's the only book I'm missing to craft art of proper ship handling. I'm going crazy over this coz I waited so long for this
