saint marys neutral - why?

Saint Marys is in Georgia not in Florida, so why is the City neutral? you wrote all above Florida is save, what is not realy true.

Perhaps at later stages some of former free towns will be merged into existing counties, but we cannot say for sure at the moment or provide any date yet.
