A permit, which allows you to either increase or decrease the allowed cannon size on a ship - a kind of permission to change the ships "architecture".

e.g.:

You can equip a Surprise with 12 pounders, or a Essex with 12 pounders, or even a Rattlesnake with 9 pounders. This makes the surprise and the rattlesnake slower but more powerful, the Essex weaker but incredibly fast. This could add a lot of surprise to OW battles, as ships are now more different and you must eventually change your tactics when encoutering such a surprising ship.

You can put 12lbers on an Essex anyway.  

And there is a lot more to equiping heavier guns on a ship than just slapping them in.  

Two heavy of guns and they could cause the ship to ride to low in the water, causing it to actually sink in high seas.   This has happened in the past in real life.  Not to mention it effects the turning and heel of the ship.

Yes, lighter guns means lighter ship.

An Essex I think has 4-8 class cannons.  You can put 6lbers on it if you want.

And what about realism? The structural strenght of the Renommee and the Surprise was not sturdy enough to take larger calibers and the ships would need to be made longer due to the times conventions about gunport distance in regard to the calibers used.

  And the effects of recoil from larger guns on ships not designed to refitted(partly rebuilt) to handle them...
