Sorry but if you are unable to find a fleet in a region you are just incompentent as hard as that may sound, sooner or later someone has spotted them. But the last part is sadly right.

Issues with regions should be reported. But there's a world difference between having a fairly large region and having to search for the fleets, as they are there, and specific cases like Treasure Island, which was reported.

Back when we had the PvP event if you killed some one one the edge of it you could put agro on more than one area.  So yah some areas over lap.  I know some of the Bahama areas do the same thing if you kill some one in certain areas you can put agro on two regions if it's owned by the same nation.
