Suggested Change to the Pirate Nation

Something certainly needs to be done to stifle this constant migration from National > to losing a big battle or two > to change to Pirate.  I mean to Black Flag National.  It should be the hardest role to play in the game, not another National with a few different rules.

Pyracy should be ( not as many of us do/did play by choice ) survival mode, mandatory by specific mechanics.
