   Do to the mid range battles what you forced on the shallows. Switch them from 4th rate to 5th rates and removed the silly one(Indefatable as you removed the Niagra)... 

PBs would be fun with fast manuverable ships that can actually hurt each other.

 I would suggest realistic fleet compositions for the line ship battles but I can hear the crying already if it happened

  4 1st rates (fleet and squadron commands)

  6 2nd rates(division commands)

  15 3rd rates (split across the squadrons) 

  4th rates could fill any 3rd rate slots if short... Let's face it the Aga is a 3rd rate

But I know it is the dream of a max/min hater

How do you tell in an OW sandbox mmo, which slot to reserve for which player, as you sort of set a function to them? Would need a lobby PB mode for that

  Well first come first serve just like now... How do you make sure only all 1st get in? You can't...

even after battle is over, captains should NOT be able to punch out immediately. they should have to sail past an outter ring in order to escape.  We just had a giant PB and only had 2 ship casualties

If a nation wins a port battle they should be granted safe harbour until port changes hands on reset. Or a free teleport (with ship) to capital
