0.94 Campaign - No Force Selection, No Camp Screen

Maybe it's just me... I started a new campaign in 0.94 and... well: I just start with the default forces of the historical scenarios; no selection of units, leaders, no camp screen at all. Perhaps I am missing something?

You sure you actually started the campaign?  If you start as the Union, you start at beginning of the Battle of Philippi.  As the Confederates you start at the beginning of the Potomic Fort.  If you beat those battles you get to the camp screen.
