Sandbox mode: Sea Trials

Along with PVP and PVE could a sandbox mode perhaps be implemented for us to test ships in different enviroments and practice tactics such as tacking in?

With targets.

In the old days they had old worn out ships as target practize. lets say an old cutter and brig floating around.

I imagine that this shall be approaching however they have a lot on their plates at the moment. It didn't help that they had to patch the game already because people were taking advantage of the mechanics.
