You have to sink enemy nation ships/npc fleets in the territory that you want to defend (not missions)

Maybe war supplies can be delivered or is that only for raising hostility?

Does it work to counter hostility in a 3rd Party's region? That is, Nation A is attacking Nation B and raising hostility in B's region. Can Nation C attack Nation A's ships in those waters and lower the hostility A is grinding?
