Move PVP Global to the top of the list

Naturally new players will join the top server on the list.
This will help to get more players to PVP Global and somewhat balance the servers.
Move PVE server to the bottom - its only one server, if people want to play PVE they will find it

They could also offer benefits such as increased xp gain for players who join smaller nations. That would help balance population.

I like the idea but I fear there would be complains from the other nations if you grant them extra exp.

But i'm not sure about that either.
