button glitch

So I've been having issues on the testbed only today.  No buttons have labels, not even in combat.  Here is an example when I tried to send an F11.  Now maybe it's my pc bc my pc has been having issues too

Just restart/reboot your pc if it is still there make a bug report

Restarted, did not fix.  And I can't send an f11. Whenever I try to type in the description, nothing.  Now I can type in chat & such.

As you can see from the screenshot above, no labels on the bug report buttons. In battle, no labels on menus 1-5. (I can load grape & such but just by guessing what number). 

And on the map, when I hover over a port, the name is not shown in the info box.

Uninstalled & reinstalled, no fix. And it's not just testbed, in main game too. Yikes.

Steam library -> Naval Action (live server) right click -> preferences ->local data -> check data for error.  (Names can vary have the german steam version)

I didn't see a preferences option, I did see properties and verified game files. No change, still have the issue.
