How do you build labour contracts?

I am, not sure how to build labour contracts. I am looking to set up in Kingstown,what do I need?

In Kingstown, get an outpost and click 'buildings' in the main port tab, then build a labor office. Each labor office produces 1 LH contract per day, which will cost 50k gold and 500 LH to harvest (so you won't gain any LH; but you can trade them or save them up for later).
The higher the building's lvl, the more LH contracts it can store (Lvl 3 can store up to 3; but will still only produce 1 per 24h)

You need to be level 10 I think (crafting), and in a town that produces labour, and you set up a labour office there. You can use the trader tool to find out where the closest labour producing port is.

You are correct.

Needed is Level 10 in crafting AND you need to set up (buy and build) Outpost in that port.
