Diverse Port Battle Fleets

We have two issues with port battles, which should be solved.

1) If a port battle is 4th rate max, there are only 4th rates.

2) Among those 4th rates, all are Aganomnoms (and Strong Hull, but unbalanced regional bonuses are another topic)

 

Your suggestion would solve the first issue, but not the second. 

The same goes for shallow water or semi-deep water. If there is shallow water areas, we would mix some 6th rates in the PB fleet, but all of them would be heavy rattlesnakes.

 

Solving the second would require that ships are balanced in such a way that you can have say 25 Agas or 30 Connies (or a different combination of 4th rates or even smaller ships). This way strength of ships is balanced against numbers. Those 25 Agas are stronger, but some of them wil face 2 or more Connie broadsides.

The BR system already acknowledges such balance, so why dont we use this (or a combination of all, but the second issue requires a balancing of ships).
