Tagging ROE clarification

At Trinidad the brit fleet was tagged by the enemy screen, the tag seemed to randomly pull only part of the fleet.  I was recording intending to record the battle but i also always record us sailing to the port.  Not accusing anyone of cheating or anything like that i just would like clarification on what might be at work here.  Things to note in the video when the tag goes the swords pop right by my ship and ships all around me freeze to go in to battle but my self and about 6 other brits are strangely not pulled.  IS this lag, or just a buggy pull, or is there something i don't know about in the ROE's

Battles have always been capped at 50 total.

Most likely the battle that was created in your video was immediately closed since it was full right away.

In past there were cases where battles could be far more than 50 ships but at the moment maximum cap for a battle is 54 ships.
