Clarification on Logging off System

When you log off after a battle it kicks you to a port after 5 min, but when you log off in the OW you spawn right where you were, I assume this is as intended.  However i was under the impression that there was a block on joining battled for some time now after logging back in to the OW, can i get some clarification as to weather or not this is the case.  I have been told by some people that it is still possible to log off in front of a port, and Spanish have been reported as logging off infront of islamaorada and french in front of castrise this morning and last night.  So is this as intended or is this an over site?  I simply want to know if we need to start planning for logged of fleets again.
