If you are NOT at war with someone (and not an ally), other than our poor Pirate Brothers....should you be able to raise hostility and then create a Port Battle ?

Asking really as to what the Dev's intentions are. I am not trying to start ah poopstorm with the pesky Swedles

Sure. As long as they provide a way to transfer regions within alliances, because having to declare war means that we're looking at a 2-month endeavour (drop all alliances, declare war, war expires, re-enter alliances) which is ridiculous.

It needs a different mechanic. As is you can abuse the mechanic to keep other nations from attacking a region by easily switching a region back and forth between 2 nations that are allied by all means but game mechanic

I say no.   If you neutral you should be exactly that.  You can still attack ships that aren't your not Allied with, but you should not be able to flip a region.   You have 3 weeks to be at war with some one and take the regions you want.  Once that time is up if you want to take another nations regions your not at war with than you need to vote to go to war with that nation.  This will help break up some of these super alliances after a while and people want other zones they don't have.   If you don't have change than there will be a stuck alliance of certain nations that will never change.  That will get old real fast specially if the map never resets and even worse if your one of the nations that might of got conquered by one nation or another.

Wars should be long and drawn out not flip flopping all over the place.

If we wanted alliances to switch every once In a while we need to limit what allied nations can do in economy.

As long as you can use an allied port as if it was your own there is no real need to ever cancel an alliance.

I would propose that you production in an allied port is smaller then in your own port. Some sort of a a tax.

Nerf small nations, eh? Britain shivering in their pants already?

On a serious note, I somewhat agree. Spending time on flipping ports in empty port battles is wasted time and a pointless activity that should be gotten rid of. Trading ports between allies should become a thing, although I don't really see how this should be implemented.

Regarding flipping ports back and forth to keep them invulnerable, that is an exceedingly impractical thing with the reliance of nations on their allies from everything from military support to production with this new system. Nobody has even suggested doing that in any case, as we prefer port battles where both defender and attacker shows up. (And I won't point out who were the only nation to use such a tactic prior to the map reset)

This is why we should just get perm ports (Kidd's really should be the capital) and than a raid system where we get to take a port temp (not a region).  Than let the Nations fight over the regions.   I'm really hoping after they get most of the kinks out of the National system they do something with pirates so we aren't just another nation every one is at war with.  Pirates where for the most part Privateer's for one nation, while the nation they attacked for that nation would call them Pirates.  Now outlaws are the true Pirates that just didn't car and every one including privateers should be able to hunt them down.

But I think you shouldn't be allowed to take regions from a Nation your not at war with. This will get nations to switch who they are at war with more instead of all ways fighting the same one over and over or as we have a problem on PvP2.  Every one declares war with Spain and takes there ports (I think the last two are getting tooken this week) other than one or two spots by the capital and they don't have to vote war with any one else and keep there magical three alliance of the three biggest nations. The only one fighting them is the Pirates cause none of them will fight each other.  Well Swedes seem to have pissed off most of the others, but that is cause it's the same guys that keep skipping nations and pissing folks off.

In a situation like - Enemy - the enabling of a PB should immediately trigger the - War - status.

That would allow relatively small groups of players to undermine national vote.
