I have noticed that the amount of pirates fleets sailing in nations´ regions is by far greater than the nations´ fleets sailing in pirates´ regions. What this means is that for other nations is far easier to lower hostility in their regions, than it is for pirates to both lower and increase theirs. For example, right now, I´m sailing in crooked, hunting enemy traders and all I can find are Pirate traders!

 

In the case of these pirate fleets being traders, I understand them to be smugglers, but then if you assume that they belong to a nation called pirate, thats currently how it is, then if it affects hostility points thats  really quite unbalanced.

You can pull War Combat orders, thereby instantly creating NPC fleets for you to attack and either generate or mitigate hostility.

(At least that is my understanding. I am in the US nation and not a pirate. I presume that pirates can pull War Combat orders? Please correct me if I am mistaken about that).
