Unable to join pirate side of enemy nation's pve mission?

A friend of mine and me were sailing around in french waters and looking for some trouble. We did find a few missions that were open (since pve missions are now open for 30 min), but to our surprise (surprise is on our side, ) we were only able to join the french side.
Shouldn't we also be able to join  the pirate side? Or are we not supposed to be able to do that because that's acting as some sort of protection for newer players that don't get screwed over with the new mission system that stay open for 30 minutes?

I noticed the same strange feature. You are able to join pirate's side only at the beginning. Dont know why.

Having 30 minutes to gank someone don't make any sense when you don't have it to join PVP battles

Just ran into the same problem. It seems odd, considering we should be able to stop a nation from raising hostility by joining the missions..

If your not a Pirate than that means you can't join.  Pirate is at war with every one so you can't join there side even if they are fighting some one your at war with.

Except sometimes I can join the pirate side (of course these are ai pirates from missions).
