Add sub-rooms for small battles

In the past few weeks we've been having some nice player organised small battle events. We made a rule, that the highest ships allowed were 5th rates. Most of the players were okay with that rule, but of course there's always a few people that think it would be funny to join in a SoL to screw up the BR and ruin the match for everyone. Now, they might argument that the small battles are for everyone and that they don't have to adjust to some player made rules. Fair enough, but I think there should be a way to have battles where it just isn't possible to join in a larger ship.
for the ongoing tournament, a tournament room was made, so wouldn't it be nice to have a sub-room in small battles for ships that are not higher than 5th rates? =)

Well in my opinion, and im a strong supporter of this, we should be able to create custom lobbies allowing people to set their own rules(which doesnt have to be game enforced due to the following things), password, move power and kick power for the creator of the room(room would of course be temporary and last until the creator leaves/disbands the room)

anyway great idea, but I prefer to see more options for duel rooms for training purpose.
