Although it would be realistic, it would severely hamper game play. Some realism concessions have to be made in order to keep the interest of as large a community as possible, and it seems like calm winds is one of them. 1

We discussed this last year actually, we know that this could happen and this is in game mechanics but not visualized. For example your ship can very slowly turn with no sails, as if there are invisible boats with anchors pulling your ship.

If you are demasted you are either side locked and dueling it out or you are surrendering. Launching boats full of men when demasted and under fire by a rather large ship is fantasy. 1
