While there was (and should be again) an easy way to become a Pirate, attack a Friendly / Allied, it should be hard to get back to being a National.

Although an "easy" goal to reach could be simply signing up in low population Nations.

Or even go as far as to say that low population nations are actively hiring and thus pay out on "pardons". This would effectively be similar to hiring privateers and gives them the flag.

When the Nation puts up an edict with a payout to hire Privateers, then that can be a step to bring in Pirates (based on National player preference).

We could also add a goal which allows you to sail into the Capital and ask for a pardon. Provided you have not attacked that Nation ships for a while. (Each BR means an hour cooldown for a pardon, up until a max of 360 hours.)

But since switching to Pirate is a very easy affair, I would say that for now switching to a Nation should be just sailing into their capital and ask for a pardon. Nothing fancy, just as "easy" as turning Pirate.

It would be relatively hard to get into a big Nation as the sea would be filled with its easy targets. :)

Finally you could go for the real power goal and try and try bring in a Clan, your Clan. Convince National Clans to become Allies with you until it reaches a Voting Power of 30% (let the game assume that the rest will vote 50%/50%), then allow a National Clan Leader (or Diplomat) file an edict for accepting your Clan as Vassal.

Meanwhile your Clan will also pass an edict for Vassal (implying also Alliance).

At that point the circle is complete, you can see other players flowing around you in the story.

But with the important point: you are in charge of how you perceive those players. Not the game, not anybody else (unless you choose so ;) (more to follow)).

It's quite a good idea about switching nation possibility (reroll). But in my opinion, it should apply only for a single captain.

It is not a reroll, you do not lose anything (because that can be bypassed/exploited easily).

Rather you accept that as a fact and instead tie in-game goals to it that serve either end. In other words, balanced, fair and just. https://en.wikipedia.org/wiki/Aequitas

As for a Clan moving over, if a majority in a Nation (already) accepts them as Ally, what is the harm?

Just pure voting means it would become a popularity thing if your allowed back or not and that is not a good way to offer pardons.

 

Make it a system that forces you to perform tasks to aid the nation you seek a pardon from to ensure that its no easy thing and make sure it takes time. Or make it so you can only seek pardon from the nation you defected from.

 

Other nations you are forced to become a privateer and buy a letter of marque to ensure your good standing and make deeds to grant you a pardon from them.

A majority vote simply means you are accepted by the other players in the Nation as a fellow Nationalist. If you don't then the majority of players are objectionable to your joining and you will not see Nationalists playing together.

The game asserts the intent of the players, not vica versa.

Make it a system that forces you to perform tasks to aid the nation you seek a pardon from to ensure that its no easy thing and make sure it takes time. Or make it so you can only seek pardon from the nation you defected from.

Tasks like such should be defined by the Nationalists and can never fully be covered with in-game mechanics.

Just say, I want to see that player do this or that and then cast your vote based on judging his actions.

Birth right is a barrier. It has nothing to do with allegiance. :)

With regards

You can just be Allied based on the conditions you specify in the letter. If a player does not follow those conditions change the stance back to either Neutral or Hostile.

Again conditions that might too complex to mirror in the game. So why bother. As can be seen in the Bounties and Treaties we can make all sort of arrangements out of game.
