Jerome Posted July 12, 2016 Posted July 12, 2016 Taking ports is not very meaningful because there is so many of them and resources are everywhere. Group ports into regional clusters of ten or so that nations must conquer by taking all of them. Once the entire region is controlled by one nation it gains significant bonuses for resource production while other nations just get normal production rate. If the controlling national loses one port from the region, they lose their bonus. Wars can be built on conquest goals of a single region. Enemy nations can attempt to break the monopoly through port attacks. Give pirates a way to temporarily disrupt the monopoly through raids.
