Steam: Steam APLInit [] failed

Three times today, the last time a few minutes ago I tried to play Naval Action but when I tried to get in it says.

 

Steam: Steam APLInit [] failed

Any ideas?

I have had the same error multiple times myself over last few days. A complete computer restart cures it though I don't want to have to do that every time this happens. I also overcame it once by updating steam manually though that has not worked on any other occasion. This error is peculiar to Naval Action only though it appears to be a steam error.
