Is it a bug? Cargo wouldnt transfer.

Picked up a loot drop in a search and destroy mission, American Cotton, was a drop that appeared after i sunk the ship. But couldnt do anything with it, it wouldnt let me transfer to my hold which was empty.

 

Another ship that was carrying cargo i sent back to port with American cotton onboard, after another battle, but when checking in port the cargo was gone. Edit this entry when I crafted some hemp as well as the hemp American cotton was produced at the same time, go figure.
