thats totally situational and you have to play along with different locked sectors.

If your enemy is sailing in a straight line and you move at lets say 8-10 knots at a close distance use locked sector.

 

if he is turning at the same speed as above use unlocked sector and turn your ship accordingly to get maximum efficiency.

 

 

Its a lot of trial and error. Against the AI you can use unlocked sector in about 90% of all cases. Turn your ship accordingly to give all guns a nice fat target.

 

 

If you lie alongside just use unlocked and pray for a good spray down their gunports.

Crew is located where they work. Means: near the guns. (behind the gunports)

at the quarterdeck, poop, forecastle etc.

If your enemy is preparing for boarding there is an increased hitbox or chance (not sure how the code does it) to hit crew at the weatherdecks.

What made matters worse for me was i did not expect such high losses from my experience trying to kill crew myself since i have been playing the game.  Indeed, it was just a couple of night ago i was jumped by four ships (three from the same clan that got me this time) and they had my Connie almost completely dearmed on all sides, shooting at me and could not kill much crew if they tried.

One time I had a AI trader desailed, was behind him, us both stationary, he with no stern armor and I shot grape shot in his tail and could not really muster more than like 3-8 crew per broadside (true this ship had less overall crew than mine so I may not kill as much percentage wise with each hit, but we were both stationary and he had no stern armor).

This time I had a LGV and a Rattler that caught me and he was busy desailing me too, so he was not using all grape shot.  He really only made about 8-10 passes behind me, at speed btw, and was able to killed nearly half my crew, over a hundred.  I had all, or nearly all, of my stern armor for his passes and he only took my armor off near the end when I slow down to board him (he did this on one pass so he must of had ball shot at least on one side).   On his next pass when I got ready to board him as he passed behind me I looked down and saw that I was missing over 100 crew.

 

I was under the impression that if one has armor on the side that is being shot there is some level of protection, or so I had been told when I inquired about grape shot earlier in the month.

 

Also it would be nice if we would be made aware of how much damage we receive with each hit like we do when we do the hitting (i.e. 4 hull, 2 crew, 1 cannon) so we can keep track of things as time goes along.  Maybe the receiving damage could be displayed in a column form where the "rudder" "fire", etc, information regarding our ship is listed. 

 

Had I know I was getting so much damage I would of planned to board him earlier or take other action.

this is really a good suggestion,...quite strange having an accurate report of what happens in enemy boat and so few feedback from our men...
