Pirate Alt using cutters Alt to Slow Ships

I've had an issue where a pirate Theif Arcan Uran is using his basic cutter to tag single large Pirate ships on the line consistently to slow their progress.
Possibly an Alt acting for strategic advantage.  The Br rules should not allow this greifing to occur.
