If you're asking where you can obtain them, then yes the only place you can is while in port under the missions tab.

I think the port and order type determines where they get placed on the map. That is, they are port centric rather than player's location centric.

there needs to be a better way of doing this, tho. get an order, carry it out, and return to port EVERY time?. if signal flags could be used we could then stay out longer without having to return for a new order, which can take a considerable amount of time, unless what's in the hold has to be off loaded, and prizes dealt with. flags would be visible with in a certain range of the port, which is where a scope in OW would come in handy

No real need. Just go to port and get your orders.  That's how it was done in real life. You needed that piece of paper or you'd risk getting labeled a privateer or some such.
