Port Battles ship limitations.

Few days ago I heard good suggestion about PBs. Put limitations for ships: like to PB can enter 2 1st rates, 3-4 2nds, 6 3rds and so on, so all ships are usefull and no one feels left out cause only big boys can play. Of course this idea need to polished for good balance etc. but idea it self it's really good in my opinion. Here little quote from AxeManAnt wich was reply for my suggestion under his Mortar Brig video(https://www.youtube.com/watch?v=eDg0Xokr3Ng) that shows that ealier mentioned Brig has currently no purpose and how devs said this ship is best used in PBs but it's now impossible cause you need to use 3rd rates and higer to achieve your planned goals:

"I mean massive pbs with lots of 3rd rates are impressive and fun, but very limiting. You end up with a few big ships in the fight and a bunch of frigates left outside which may still be useful in the battle."

The best option is to make an OW where large, open battles are frequent and the port battles less so... IMHO.
