Dont allow players to capture high level ships from NPCs

Make all top tier ships un-capturable except from another player.  Right now the two most common ships in this game appear to be the cutter and the 3rd rate.

While this might be seen as an exploit the thing is that if you don't provide the means for self defense then small player base factions will never be able to prevent being steam rolled by the biggest.

They still get steamrolled.  By a lot of 3rd rates.
