Meaning that we could only purchase a flag from a port during the set timer of that port. Could it be that this simple change, shouldn't be extremely hard for the dev team, could help, in the short run, the grand strategy and minimize the timers loophole ? Feel free to discuss as always.

Sounds super-awful. It would promote counter-clocking enemy ports in an attempt to lock or open an area. Just sit tight 5 min before the maintenance to set the port attack window to either allow the port attack or to completely lock your ports from ability to be attacked. It would help if both parties wanted to fight - in active fronts, like Dutch-Swedish, where Swedes used night-times to hide their ports from counter-attacks. After the change Swedes would need to allow counter attacks if they wanted to attack themselves. Would completely break closed fronts like French-British ones, where Brits try to avoid any fighting by setting night times. This would only reinforce British night timers and make it physically impossible to touch their ports. 1

I can only craft the flag during time period 20 - 22. Timer would work as the defense timer as well as limite the flag craft to that timer as well.
