OK so I know this sounds strange....but.....

....Is there a way of start over completely from scratch on the same account? By which I mean not just deleting all my characters on every shard ......but also going back to zero xp and midshipman rank and zero build hours and zero gold?

As I say I know I can delete characters but that does not reset the rank and xp.

Before some smart alec asks 'why?'....the answer is 'because I want to'. There is no hidden agenda or nefarious reason behind this - I may just want to start over and would like to know how. I don't want to buy the game again though before said smart alec interrupts again :).

Captain, one time account experience wipe is possible, you need to provide character name by the ingame mail system to character Ink. Go to friendlist, click on "Find" tab and find my character there, right click and "Mail". Please, remember, that if you change your mind after a while, it will not be possible to recover it back.

And I will give my personal reasoning, since people who do not understand will ask why...

I find the early game, no money/low rank/no ship, to be much more fun and challenging than having all the money in the world, and the biggest, baddest ship, and just sailing out there to blow away whosoever might wish to challenge the great and terrible me!  I make myself challenges, like earning enough money to build a (lowley) Brig, or some such...

I find the end game very boring.  Yes, you can set goals for yourself, but in the end, it all comes with no real challenge.  If you have the biggest, baddest ship in the empire, who could challenge you?

If that's what you like, fine!  More power to you...  Just don't impose your playstyle on me and demand I have fun too.

It couldn't be THAT hard to program a reset of your character data.  And if you don't want to use it...  Don't.
