Ennemy NPC Fleet on OW too lazy to attack players ?

On PVE Server,

 

On OW, I've been attacked by NPC only once in over 200 hrs of game play.

 

Should'nt enemy NPC with similar BR than player not supposed to attack on sight ?

Sailing on a Brig right now (My Snow is in production), I can sailed right into enemy ships, wave at them and leave... not too scary.

I would like to be on the watch for what's coming, country, strength and avoid them by sailing away if I feel that I'm no match for them.

 

Was NPC agressivity level low during alpha for testing purposes ?

Start raiding a bunch of lone ships in another nation's waters. I guarantee you'll start being attacked by NPC fleets of that nation soon enough. 
I learned that the hard way.
