First i know a lot of pirate groups ( big and small ) that would love to be hired to make a mess around one or another nation. (As far as know pirates do not have any active alliances with anyone) Second would be MOST WANTED to make captains listen to what nation masters commands. And again. Just pointing out an options. No taking sides Have fun.
